GMV leads ARGUS to enhance Europe’s spectrum and space domain awareness capabilities

ARGUS combines radio-frequency interference detection, and spectrum and space domain awareness through a distributed constellation of small satellites, paving the way for future governmental services under IRIS²

The European Space Astronomy Centre (ESAC), located in Villanueva de la Cañada, Madrid, hosted today’s official launch event and contract-signing ceremony for the consolidation phase of the IRIS² Low-LEO Pre-Operational and De-Risk Activities under the European Space Agency’s (ESA) Programme Related to EU Secure Connectivity. In this context, Enrique Fraga, GMV’s General Manager of Space Systems, signed the agreement, reaffirming GMV’s leadership in the ARGUS project.

Europe’s growing reliance on space-based services, increasingly congested orbits, and rising levels of radio-frequency interference are driving the need for sovereign capabilities to monitor both the orbital environment and the radio-frequency spectrum used by critical communications and infrastructure. Against this backdrop, technology multinational GMV is leading ARGUS, a mission concept designed to strengthen European autonomy through persistent, coordinated space surveillance. ARGUS was conceived in response to the IRIS² Low-LEO Pre-Operational and De-Risk Activities within the European Space Agency's (ESA) Programme Related to EU Secure Connecitivity, which aims to demonstrate and validate new European governmental services in spectrum and interference awareness and space security.

ARGUS addresses Europe’s swelling need for sovereign capabilities on radio-frequency spectrum, detect and characterize interference, safeguard critical space services and infrastructure, and improve awareness of today’s increasingly congested orbital environment.

The name ARGUS comes from Argus Panoptes, the guardian of Greek mythology known as “the all-seeing one,” whose hundred eyes allowed him to maintain an almost constant watch. This idea captures the philosophy behind the mission: providing persistent observation of both the electromagnetic spectrum and the orbital environment through a distributed network of space-based sensors.

The pre-operational mission concept envisages a constellation of up to five 16U CubeSats equipped with spectrum awareness payloads and optical observation capabilities based on advanced star trackers. The RF payloads would support interference detection and characterization, covering both emitter geolocation and emitters in orbit. Complementing these capabilities, the optical sensors would detect and track satellites, space objects, and orbital debris, contributing to enhanced space domain awareness, the identification of emitters relevant to spectrum and interference awareness services, and the protection of the constellation itself.

One of ARGUS’s key differentiators is its federated architecture. Data collected by the different satellites would be combined on the ground using advanced data processing and fusion techniques, enabling the generation of higher-value products for users. The architecture is also designed to accommodate additional sensors in the future, including hosted payloads on other satellites and external data sources. This would facilitate a gradual evolution toward a scalable and interoperable European space surveillance infrastructure compatible with IRIS².

ARGUS also adopts an approach focused on rapid deployment and risk reduction, based on the reuse of flight-proven technologies, operational infrastructure, and previously validated engineering assets. The concept builds on GMV’s and Alén Space’s experience in fast-paced missions, demonstrating their ability to develop, launch, and bring systems into orbital operation within short time frames. arcsec also contributes to the initiative through its ongoing technology developments aimed at adapting optical star-tracking sensors for space surveillance use cases, complementing ARGUS’s primary mission.

At this consolidation stage, GMV is leading ARGUS through its subsidiaries in Spain and Portugal, with the participation of Alén Space, also part of the GMV Group, and arcsec. The team brings together capabilities in space-based surveillance, SST/STM, spectrum awareness and geolocation, software-defined radio technologies, agile small-satellite development, mission operations, and optical surveillance systems.

Through ARGUS, the consortium aims to demonstrate the potential of combining a distributed constellation of small satellites, advanced data processing, and a service-oriented architecture to strengthen Europe’s capabilities in interference detection, and spectrum and space domain awareness. The concept thus lays the groundwork for a potential evolution toward operational European services capable of integrating into the future IRIS² ecosystem. 

About ESA Programme Related to EU Secure Connectivity  

Under the overall responsibility of the European Commission, IRIS² is a bold endeavour to build a space-based secure and resilient connectivity network that elevates Europe’s strategic autonomy and competitiveness, where and when it matters most. ESA acts on behalf of the European Commission as the qualification and validation authority for the governmental infrastructure of the Union Secure Connectivity Programme. It manages development and validation contracts supporting the initial space and ground segments, verifies end-to-end system, service, and security performance against EC requirements, and coordinates these activities with ESA’s own programme.  

Within this programme, the IRIS² Low-LEO Pre-Operational and De-Risk Activities components provide a rapid and recurrent mechanism for validating potential new governmental services and associated mission concepts in orbit up to a pre-operational level, subject to successful maturation and later programme level decisions of integration into the operational EU IRIS² baseline. 

Ultimately, these activities aim at contributing to the continued evolution and enhancement of IRIS2  services and capabilities, supporting Europe’s long-term leadership in space in an ever-changing world.
