Management of water and infrastructures: Opportunities and challenges for public-private collaboration

Water resource management is at a critical juncture. The increasing impacts of climate change are intensifying the frequency and severity of droughts and extreme rainfall events. This places growing pressure on populations, infrastructure, the economy, and natural systems, resulting in heightened resource scarcity, risks, conflicts, and tensions over water use, driven by demographic shifts, urban growth, and intensive water consumption in many productive sectors.

Meeting this challenge demands significant advancements in planning, programming, and management by Public Administrations. Addressing these needs calls for new approaches in conceptualization, design, and investment, alongside more complex and integrated infrastructure management to ensure resilience against emerging demands and threats.

Achieving this requires a concerted effort combining civil engineering infrastructure, accurate and reliable modeling and data, and digital solutions.

To progress toward resilient and sustainable water management, this new approach must be collaborative, engaging all stakeholders, including administrations, operators, tech providers, and knowledge experts, as well as comprehensive and integrated, covering everything from prevention to rapid response.
