Advanced Security Systems, INCORPORATING THE USE OF NEW TECHNOLOGIES

The European Security Strategy, as defined by J. Solana in Dec. 2003, identifies the following threats as those that need special consideration:

  • Terrorism
  • Proliferation of weapons of mass destruction
  • Regional conflicts
  • Organized crime

The scope of technology in terms of satisfying the needs raised by security threats changes as it is often multipurpose in nature. Civilian and military security applications frequently originate from the same basic technology, which is then transferred from one field to another. For example, systems like GPS or Internet, which were conceived within a military environment, have become more appealing for civilian use. On the contrary, the so called "military affairs and security revolution" is based on a combination of electronic technologies, data systems and telecommunications. These technologies have been developed, to a large extent, outside military environments, but they have an immediate application in military as well as security settings. Consequently, business groups like GMV, and leaders of other high-tech fields, can make a significant contribution to specific frameworks focused on technological developments for defense and security purposes.

This European security strategy is implemented through the four great European programs described below, which are based on the development of advanced security systems that incorporate new technologies.

  GMES Program
  GALILEO Satellite Navigation Program

Although Galileo is not in itself a security or an emergency management program, its capabilities and services make it an essential support system for other systems. Additionally, there are two functions not considered in a GPS but are directly related to the scope of this article:

  • The search and rescue signal to be implemented by Galileo

  • The possibility of including information on imminent catastrophes in its navigation message so as to improve warning systems for the population

GMV is one of the European entrepreneurial groups contributing the most to the development of Galileo. Furthermore, it should be noted that GMV has participated in the following security projects:

  • HARMLESS, that focuses on spreading the use of EGNOS and Galileo in the areas of emergency and disaster management, humanitarian aid and support to law enforcement. A consortium of 11 organizations led by GMV carries out the project

  • MAGES, which focuses on the support that satellite navigation systems can potentially provide to manage different types of emergencies

  • HELICITY, which focuses on development and testing of pre-operational systems for precision guidance of helicopters in emergency conditions

  • AGILE, which considers Galileo’s application on several areas in security and emergency management environments
